Forum on the International Court of Justice

A major international forum addressing the pressing challenges facing the International Court of Justice (ICJ) in the 21st century will be held virtually on October 7 and 9, 2025. The event, organized by a consortium of prestigious academic institutions from Peru, Spain, Morocco, and Venezuela, will bring together leading experts in international law to examine the evolving role of the world's principal judicial organ.

The forum, "International Court of Justice: Challenges in the 21st Century," is jointly organized by the International Relations Program of UPC (Peru), Rey Juan Carlos University (Madrid), the Faculty of Legal, Economic and Social Sciences of the University of Tangier, and the International Business University.

Distinguished Participants and Agenda

The opening ceremony on October 7 will feature prominent figures including Professor Rafael Casado Lezama, Director of the International Relations Program at UPC; Dr. Rosario Orellana, former Vice Minister of Foreign Affairs of Peru; and Ambassador Óscar Maúrtua de Romaña, President of the Peruvian Society of International Law.

Module I, moderated by Professor Beatriz Ramacciotti, will delve into foundational aspects of international jurisprudence. Presentations will cover:

  • Contributions of the Americas to constitutional principles of International Law (Prof. Castor Diaz Barrado)

  • The value of maps and geographical references in territorial disputes (Prof. Josmar Fernández)

  • Equity and equitable interpretation in the ICJ's jurisprudence (Prof. Mohcine Karzazi)

  • The effects of non-appearance before the ICJ (Prof. Harold Bertot Triana)

  • Rules of International Law on border delimitation (Prof. Gustavo Minervini)

Module II on October 9, moderated by Professor Cecilia Gómez, former President of the Supreme Court of Justice of Venezuela, will address contemporary challenges, including:

  • Res judicata and acquiescence in international law (Prof. Héctor Faundez Ledesma)

  • The legal value of signed Acts and Minutes (Prof. Luis Alfonso García Corrochano)

  • Unilateral acts of States in international jurisprudence (Prof. Víctor Rodríguez Cedeño)

  • Maritime delimitation criteria in international jurisprudence (Prof. Sarra Sefrioui)

  • The nature of ICJ decisions and current compliance challenges (Prof. Thairi Moya Sánchez)

The forum will conclude with final reflections from Professor Jesus Eduardo Troconis of Carlos III University of Madrid and closing remarks by Professor Luis Alfonso García Corrochano, Dean of the Faculty of Law at UPC.

This event represents a significant opportunity for legal professionals, academics, and students to engage with critical discussions on the future of international justice and the role of the ICJ in an increasingly complex global landscape.
