Main research areas: self-determination of peoples, use of force in international relations, human rights, state responsibility, war, and IHL. He was Chef de file of the Portuguese Delegation to the 5+5 initiative, Civil Society (2019). Minister of National Defence of Portugal (November 2015-October 2018). President of the Portuguese Regulatory Authority for the Media (2006 – 2011). Media freedom expert to the OSCE Representative on Freedom of the Media, Viena, 2014.
