José Alberto Azeredo Lopes: Europe at a defining moment

During the I Seminar “Advances and Setbacks of Democracy in the European Space”, José Alberto Azeredo Lopes delivered a keynote presentation examining Europe at a defining moment marked by growing internal democratic tensions and evolving geopolitical pressures. His intervention focused on the coexistence of democratic commitments within the European Union and the emergence of practices that risk undermining those very principles.

He emphasized that the European Union is currently facing a dual challenge: on the one hand, safeguarding democratic standards within Member States, and on the other, maintaining credibility in its external action. Azeredo Lopes highlighted that inconsistencies between internal democratic practices and external human rights advocacy may weaken the EU’s normative authority. According to his analysis, the Union’s legitimacy as a global actor depends on its ability to align internal governance with its external promotion of democratic values.

The presentation also addressed the rise of political polarization, populist discourse, and institutional tensions affecting democratic governance across Europe. Azeredo Lopes noted that these dynamics can contribute to erosion of public trust in democratic institutions, particularly when rule of law mechanisms are perceived as politically contested. He argued that the EU must reinforce institutional resilience and strengthen mechanisms designed to monitor compliance with democratic standards.

Another key element of his intervention focused on the concept of international double standards. Azeredo Lopes discussed how the EU’s response to democratic backsliding varies depending on political, economic, or strategic considerations. This selective approach, he suggested, may undermine coherence in EU foreign policy and weaken the credibility of conditionality frameworks applied to candidate countries and external partners.

He further stressed the importance of a values-based foreign policy grounded in consistency, transparency, and legal certainty. In his view, strengthening democracy in Europe requires not only institutional reforms but also a renewed commitment to fundamental principles, including judicial independence, separation of powers, and protection of fundamental rights.

The presentation concluded by highlighting the need for greater coordination between EU institutions, Member States, and civil society. Azeredo Lopes underscored that democratic resilience in Europe depends on maintaining coherence between internal governance and external action, reinforcing the EU’s role as a promoter of democratic standards both within and beyond its borders.
